It's called a "ninja outfit." The only differences are
1. he isn't wearing a black "hooded under shirt" like the other ninjas.
2. his pants have CUT OUTS to reveal more of his smokey skin
3. he wears gloves

Pants with holes in them and belts over the holes don't really exist. (Well...they're similar to chaps, but the holes are on the entirely wrong side of the thigh.) You'd have to make them yourself.

Wait a minute, does this mean that Smoke was essentially a flasher?

I'd say it's more or less the same kind of clothes Sub-Zero used in MKDA:

I think the smokey costume was his main, and the more robotic costume was his alt.

I thought his Robotic costume was awesome, perhaps the best of the 3D era Cyborgs.

I would be up for a re-imagining of his Smokey costume though.
