Besides Quan Chi, none of the other members seem to be in the game. Where is Reiko and Noob Saibot?

Well the Brotherhood of Shadow consists of half the good characters for the first part so they have a presents , just not what we were hoping for from the last game tease .

Also it seems Cyrax , Nightwolf , Stryker , Sindel & Kabal look like there going to be Quan Chis or Shinnoks bitch a little longer after this game .

Quan-chi and the revenants is the name of the band, I think that covers the "bad guys" this time around. Shame we didn't get to see any of the original members (Noob, Ashra, Sareena, Kia, Jataaka)

They have Shinnok too, and I guess maybe the revenant versions of other characters could count too lol

So disappointing Noob is who I think of when I think of brotherhood of shadows not Quan chi. It sucks they are using the good guys like Jax, Liu and Kung Lao to be bad guys and good guys when they just could have put in a few stand alone bad guys like Noob, reiko etc

I don't know if Shinnok is technically a part of the Brotherhood of the Shadow. I think they were either suppose to serve him (Shinnok) or Quan Chi used the group to look for a weakness in Shinnok so he can move above the hierarchy. I think the brotherhood of shadow is technically Quan Chi's group, not Shinnok's.

He may not be "in" it but he is kind of synonymous with it, they do worship the guy after all lol

Hmm I think the brotherhood is synonymous with Quan.Chi, just look at its symbol. I don't think such a group fits someone of Shinnok's stature, he is above it. Of course, he indirectly commands it by ordering Quan Chi.

Isn't Tanya kind of considered to be part of it? When she's not being treacherous isn't that usually who she's helping out?

I always imagined Tanya as Quan Chi's second-in-command like she's the only member of Quan Chi's team NOT being demeaned as a demon whore (Sareena, Kia, Jakaata) or as a dog on a leash (Noob, Scorpion, revenants). She's the only one who actually CHOSE to join Shinnok and betray her realm in MK4. Plus she does have political experience being the daughter of an Edenian ambassador so it helps to have good looks and brains in the Netherrealm like an evil version of Emma Watson.
