Potential Top Characters
All of the cool, interesting characters suck and feel wonky as fuck to use and all of the new characters are top tier for sure with the addition of Sub Zero grandmaster, Quan Chi summoner, Jax, and probably Kung Lao.
If you play a new character tho you are almost guaranteed a God like neutral jump punch, the fastest pokes, safe strings and mix ups, and easy to do high damage combos.
This is how the game currently feels to me, at least.
But yeah if you want a more specific answer Kung Jin Bojitsu and Erron black outlaw seem to be the bee's knee's at the moment and are not too difficult to use.

this forum isn't the best place to ask.
The best characters in the game, in no particular order are:
Summoner Quan Chi
Thunder God Raiden
Cybernetic Kano (though I suspect that Commando will end up being his best one in the future)
Spec ops Cassie Cage
Special Forces Sonya (covert ops is good too)
Grandmaster Sub-Zero
Inferno Scorpion
Bojutsu Kung Jin
Master of Souls Ermac
Outlaw or Marksman Erron Black
Swarm Queen D'vorah
Then you have really solid characters that if you're good with they can beat those ones:
A-list or Stunt Double Johnny Cage
Dragon's fire Liu Kang
War God Kotal Kahn
ruthless Ferra/Torr
Nimble Reptile
Balanced Kenshi
Wrestler or pumped up Jax
Buzz saw or tempest Kung Lao (I actually find Tempest better. Better damage and the ability to get in for free with db+1. A lot more worth than a simple low projectile)
Then there's the rest who need buffs. Kitana, Mileena, Goro, Jacqui, Takeda and Shinnok.
Jason's pretty solid too

See, these are the two I think are gonna struggle. Reptile's way of opening up characters is really unsafe, and Kenshi... it's hard to say. I need to take him into the lab, but it's hard to keep characters out in this game in general. He has a decent zoning game, but he has trouble sustaining it.
Cryomancer Sub is really underrated, IMO. Putting his characters into a standing state at negative frames after a bnb is huge, and the B+1, 2 reset isn't really being utilized yet.
I also think Mileena is really weak right now. We'll see, though.

cryomancer sub is good. It's just that grandmaster makes you deal with that clone as an extra annoyance. You can basically force someone to be locked and play how you want him to play.
Balanced Kenshi has issues. No 50/50s and some wierd recover frames on his specials with the exception of rising karma. But he's still good. Certainly better than Jacqui, Shinnok and others I mentioned. He just feels underwhelming considering how good he was in mk9.
Nimble Reptile. This character is good. He has INSANE mix ups and tools. Quite frankly the best in the entire game. Once someone becomes really good with him you'll see how dangerous he is. He just has low damage outside of corner combos.
I just wish NRS makes Kenshi's kenjutsu rising sword able to launch higher to follow with combos. Give it the same combo window that rising karma has.

Only character that really seems to need some more moves would be Reptile he is my least played

This is a great example of why asking for a tier list on MKO is a bad idea..
