PC low FPS:Solutions ?

Does anyone have any idea how I can I solve the problem have a wondrous pc specs. I cannot play the game fluidlyfurious It seems it has a lock 60 fps which sucks ! and I tried to change the resolution from %appdata% roaming but each time I have tolower the quality andthe gameruns as an admistator !I can't change it ! Please HELP !!!

The game is designed to run at 60fps, so it wouldn't be surprising if unlocking it breaks the game in some way.

Actually my pc ACER has 2gb VRam and 12 gb ram and has a nice nvidia driver and can play tomb raider ,DmC,Wolfenstein.the new order, shadow of mordor and injustice, and so on pretty well but cant play MKX smootly somehow?!
