Shouldn't this be posted in the MKX forum in one of the many roster related threads?
Ed already said to Polygon that MKX's roster will be at least as large as MK9's (at 27/28) and DLC will follow, obviously. With that, he also said that MKX will/should be introducing the largest number of new characters yet, which would be (at least) 12+.
Ed then mentioned that most/all of the silhouettes on the E3 select screen are dummies, who may or may not be hinting at a character. (See Giant Bomb's interview with Ed.)
It's pretty clear that some of the silhouettes include Obama, Lego Man, Rorschach, the Terminator, Neo, etc. That said, if some of the identified dummies are accurate, many people are assuming Terminator = Kano or cyborgs, Rorschach = Raiden or Kung Lao, Neo = Kenshi, etc.

This isn't the era of Midway, where the devs absolutely had to churn out games with new characters every two years with few resources to keep the company afloat.
Also, the game is nowhere near release. Why are people already making wild predictions?
