Some questions...

Why do we have human Kang and Kitana if they never actually have been revived?

What happens to Kung Lao?

And most important... Why do we have Dark Raiden at the end?

My guess is that NRS is trying to please the their fans by making them human and playable in the roster but at the same time make them still dead so it can follow the story. But I wish they were all revived just like Jax, and Sub-Zero

God forbid they actually want to please fans of characters like Reiko, Rain, Havik, and Baraka though. Or treat characters like Sektor and Mileena with a bit of respect.

I cant answer the first 2 questions, but we have a Dark Raiden because he was probably infected with the poisoned Jinsei since he went in the middle of it to purify it or some shit.

Not a very convincing answer but you get the idea.
