Some Dude on twitter says that Sheeva and Shang Tsung were officially deconfirmed by voice actors, or so.

Honestly? I think Clancy Brown could pull off a decent Shao Kahn. Watched some Carnivale the other day and he had a few lines that made me go "hmmm". Plus he's already done Raiden and it wasn't half bad, lol.

To be honest I kind of knew Shang Tsung wasn't going to be in the game because of Quan Chi's powers being stronger and has Shang Tsungs mind control ability.
It could also be that they recorded their parts later...
Mileena/Kitana's voice actress first said she wasn't contracted to work on the game but a few months later she's been hinting at the contrary on her twitter...
We just gotta wait and see.

Yeah he would probably do really good, he definitely ahs the right voice for Kahn. it's a shame that Steve Ritchie can't do it anymore though, he killed it back in the day lol

It's a shame, because Shang is a million times better than Quan Chi in terms of everything. I hate it how over the year this bald fuck has slowly been taking over the role of the conniving, manipulative villain which we hardcore MK fans have associated Shang Tsung with over the years. A real fucking shame that such an iconic and nostalgic character is slowly losing his appeal with the developers. Quan Chi is a parasite that needs to piss off for good.

The character could have been so much better, but we got edgy stupid metalhead design. I still hate MK4 Quan Chi the most looks-wise.
As for Shang Tsung, well, he had a good run in the original timeline. He handled the stuff for Kahn throughout three games, killed Kahn and Kang, and went down fighting. Then managed to get to the top of the pyramid and killed Quan Chi. That is a good run.
If they retroactively reduced his role because Quan Chi and Shinnok knew about the time-travelling shenanigans, that's fine too. UI rather have him stay down. Or perhaps become an unwilling ally to the side of Earth a la his ending in arcade mode.
When did Shang ever have mind-control powers?

Just because Quan Chi stepped up and pretty much took Shang's role, I wouldn't count Shang out just yet.
NRS has to redeem themselves from Shang's disastrous inclusion in MK9, if he is in MKX.

I liked Shang. Icebaby's theory that he might be the main boss was pretty interesting. His fatalities were probably the worst in MK9 though, the clown was a total joke, while the second not terrible it wasn't really anything special. If I ever did do a fatality with him I would always go with the latter, though.
Quan Chi is interesting to me because he always seems one step further than the rest of the cast. He's definitely a good character imo in his own right.
On topic, I wouldn't count those characters out yet just because of voices. They could definitely still be in the game one way or another.
