I've read that he's a Mobile exclusive. Is that true? There seems to be a little confusion regarding that.

There's been no official word of that, it is only a rumor.

He will be getting his Ronin samurai skin hence he is playable.

Not only does he have a Ronin skin coming up, he was also seen going up against Liu Kang in the Shaolin trailer. So there's no doubt that he's playable.

I also just remembered him getting pummeled by Liu Kang, and that clearly wasn't the Mobile version.
