The first thing that popped into my head when I saw it was "Shinnok's Spire" in the Netherrealm (Maybe outside of it somewhere?) but who knows, all I know is that I like it.

What's even more interesting, is that Boot#2 does NOT have a cape after all....Its the cliff with the rock next to it on the middle right side of the stage.

Not really. His poncho doesn't even go that low. The weird cape he had in chapter 6 does, but who knows what that B-grade artist was thinking.
