Noooo. Boon specifically said in an interview that that Petition was a big influence on Tremor as well as other vocal fans. His look was based on a Fan's artwork of Tremor as well.

They have stated it can take about a month to design and build a character... that gives plenty of time for when The petition was started to when they announced Tremor.

NRS and WB are influenced by popularity and Money.. Obviously which is why we get two guest characters in this game.

Vocal fans may not have much say in the actual game itself but with DLC where more money is involved, you better believe they have an influence!!
