I say yes. Shang tsung is definetly dead. How else would lui Kang escape Shang Tsungs soul consuming body and become a ghost???
And I also think Sonya, Johnny cage, Jax, and Cyrax are dead too. And God willing, may they never come back (and probably won't)
However, I don't think Quan Chi is dead. As some of the MKO users pointed out, he seems to look at RaIden for a aplit second, and then run away at the last moment. By the way, I'm very glad to see that happen. I think in MK:Armageddon, they will definetly elaborate on Quan chis escape.
But like I mentioned before, don't be surprised if these characters never come back...

yes i doo
I seriously doubt they died. Im sure we will see them again, the game even hints they aren’t dead (krypt koncept pics)
As for Sonya, Ed Boon said he definitely sees her in another Mk game, meaning we can expect to see her back for more, so I doubt she died.
I also doubt Jax, Johnny Cage or Cyrax are permanently dead. We know nothing about Cyrax and Nitara, so we can assume their endings happened. Jax and Cage are enslaved with the other heroes, they will return.

He looked at Raiden for a split second and then ran away at the last moment ? Unless your names Sonic you weren't escaping that explosion, come on. All he did was look at Raiden and instinctly as any person would, made one last movement before the explosion happened.
With all that said, It wouldn't surprise me to see him return..or any of the above characters..This is MK after all..no one ever truly dies.

They said in MKD that Shang Tsung was destroyed and his collection of souls managed to escape. I'm sure someone will heal him using magic (ala Goro ́s "resurrection" in MKD-Gamecube).
And Quan Chi could have teleported himself... although if he had done that he wouldn't have tried to run and leave his amulet behind.
Let's hope MK7 clears this up.

If Quan Chi would take the amulet with him while teleporting, everyone would know that he is alive.
He is planning something and that's he gonna reveal in MK Amargeddon.
I am very sure that Quan Chi is playing a big role in the next chapter............

Shang Tsung: Yes
Quan Chi: No
Also not sure if it's canon, but it shows in Cyrax's DA ending that he goes threw some portal and no one knows where he ends up. my mistake, it does mention it was the earth portal. I haven't seen it in a while.

They are dead, but that doesn't mean that they won't be back.
I replied about three times in a short thread someone made not so long ago about this very subject.

I think Ermac's ending from Deception accounts for the Special Forces, and wouldn't expect ALL of them to die any time soon. Personally, I wouldn't want to see Cyrax go...
... Quan Chi and Shang Tsung? No, I don't think they're dead.
As the MK team themselves would surely admit, no one stays dead in the MK universe. Hell, even within the opening scenes of Deception we had Shang and Rayden BOTH return from the dead... so, there you go.

The explosion didn't even kill Rayden, so why would it have to have killed Quan Chi or Shang Tsung? It's hard to bring logic into an argument like this, especially considering that any character can be brought back at any time with a small degree of explanation (to varying degrees of sucess). But I think that considering how powerful Shang Tsung and Quan Chi were at that time, and how both of them are powerful sorcerers, anything is possible and on the higher end of conceivable as opposed to other character's death/returns.
I'd love to see Shang Tsung return as an old man, depleted by his defeat at Quan Chi's hands and the explosion. He could've lost alot of power, but he'd be hiding out, trying to regain what he lost like a vampire that hasn't fed in a very long time and has become weak. I always wanted to play as Shang Tsung from MK1, I think the MK team should give us that chance.
Just my 2 cents.

K, let's assume they are dead.
WHere do they go? The netherrealm. Who originally came from the nether realm in the first place? Quan Chi. Who has escaped twice from it already? Quan Chi. I don't really see death as an issue anymore. I mean, just look at Noob-Siabot and Scorpion. Death means nothing except a cuostum change.
Now, more probable, if they are alive. With the soulnado open, Shang Tsung is invincible anyways. Both are sorcerers, and both can teleport, so that explains how they got away. Liu Kang's ghost? I dunno how they would explain that one.. possibly Shang let him go willingly so that the other characters would believe he was really dead, and that way he and Quan Chi can regain their power without interference.
I personally don't really like either idea, but just figured I would show why i don't think it even matters.

Yeah, it's a tough distinction though, I think.
I mean, Quan Chi was sent to the Netherrealm via a portal, rather than dying, so his return is fair enough.
Noob Saibot, like Scorpion, reemerged under special circumstances (the power of Shinnok and the Brotherhood of Shadow).
I would like to think that if you die, returning from the Netherrealm (or any other place you might go when you die) is difficult, and reserved for those with special circumstances.
Scorpion came back because he and his family were murdered under... dishonorable... circumstances, and I guess we can assume he had an extremely strong will.
Quan Chi and Shang Tsung got what they deserved, and therefore probably shouldn't be privvy to such a return. Of course, as the Netherrealm has been developed, it's become more of a realm comparable to Earthrealm with gateways in and out.
So, I guess you could assume one of the sorcerors could find a way out, just like Quan Chi did in the opening scenes of Deadly Alliance. It'd be a shame, though.
Prior to MKDA, I always thought it would be cool to add another spectre to the roster, though, maybe even at the expense of Scorpion. I think if Quan Chi is dead, and Scorpion's status as the Elder Gods' champion is used to keep him with the living, it'd still be a viable option to consider.
I had originally wanted Baraka to come back (assuming his MK Gold death was canon) as a spectre. Of course, that's not really relevent now.

I think you raise some interesting points about the hellish routes that some characters take (say from Netherrealm to Earth) just so they can come back and compete in Mortal kombat.
Quan Chi seems to discover a secret code. Scorpion seems to have been given a chance by the elderly gods to avenge his own death /or his family's death, see that just proves that if youre in another realm when you die, there is always hope!
At any rate...I think Quan Chi is toast for the next game, that is just my opinion though. Oh and by the way, if Quan Chi can escape...the same theory should be held for shinnok....

Yeah, I think the laws of the Netherrealm, and exactly what it is, have become pretty ill defined over the course of the MK saga.
Initially I guess it was pretty literally hell, and I guess at that opening junction noone puts too much stock to thinking about how Scorpion's arrangement is made. I always thought of it as sort of... an honor kind of thing, where the Netherrealm as an entity is attacked by Scorpion's unrest and will to return, and forces him out until he knows peace.
It's interesting though to think about those hell parallels.
Do we know if there's an Elder God for the Netherrealm? Is there someone you can sell your soul to?
I agree, I think Quan Chi's out of the mix for now, but I definitely think he's still 'alive' and will return sometime in the not too distant future.
As far as I what I'd want... I'd probably prefer Quan Chi never return.
I'm probably more of the mind that if you die and go to the Netherrealm, you should have an almost impossible time getting out.
There should really be a set of rules as to how special circumstances can see you escaping -- like Scorpion. Maybe a Quan Chi should escape eventually by that logic; by either trickery, or making a deal.
As for Shinnok... well, the guy's a big deal.
If I were writing the MK games I'd have a tough time not bringing him back for one last shot at the cup. In fact, if I were doing Armageddon, he'd be one of several forces involved in bringing about the chaos and destruction.
In my mind, various mysterious combatants would return, apparently alive, but... Shinnok would be the puppet master, pulling the strings from the Netherrealm, until he makes his unexpected triumphant return.
Ideally though, he's probably best left dead.
I'd like death to actually mean something in MK.
should all comeback as zombie jsut like lui kang in deception...the combat would be awesome !! we you kicked your oppenent in the face, his head screw off the neck and your leg blow in parts !! that would be great to see body members fell off your body during a battle, giving you an handicap lol

What about the souls of Kenshi's ancestors? They were freed and even told Kenshi that Shang Tsung is dead. Although, maybe Shang Tsung will find a way to come back, but perhaps as an old man. Shang isn't invincible, btw. If he was, you'd think he wouldn't need the help of Quan Chi and Raiden against Onaga.
I think that when you die in the Netherrealm, you don't have a body and its just your spirit and that it was thanks to Shinnok that the bodies for Scorpion, Noob Saibot, and Mileena were created. Now, yes, there is the part about Scorpion dying in the Acid Bath after Quan Chi used his Rising Star Kick to knock him in there, but perhaps it can be explained (along with the zombie Liu Kang thing) that Shinnok is behind it.

What significance does Shinnok have to Scorpion and Mileena?
I think you're clutching, there.
That's breaking all the existing rules, to create new ones.

^Well for one, after Kitana killed Mileena in MK2, Shinnok had her brought back to life in MKT and sent her to spy on the war between the Earthrealm warriors and Shao Kahn's forces for him (like he told Noob to do) and Scorpion, well we can assume that that is how Scorpion got a body, but Scorpion didn't really follow Shinnok, he's more for doing his own thing.

Based upon the storyline, the amulet granted Shinnok the ability to use his unlimited power - including his invinciblity - outside of the heavens - if I'm not mistaken, it also greatly enhanced any normal being who obtained it. That individual would also, presumably, be impervious.
By that token, Quan Chi should be unstoppable, provided the amulet is in his possession... If you'll note, he seems to recover much more swfitly and repeatedly in Deception's intro than Shang Tsung.
So, a possibly theory is that Chi was knocked unconcious by the sheer power of Raiden's blast. The Dragon King then recovered the amulet from what he presumed to be Chi's fallen corpse.
Or he could have finished him off. That would be bad. Heh heh.
