Belokk hasn't come back. I have seen a few (small and blurry) screen shots of him and him and Kotal don't look that similar.

Belokk can never come back because Belokk never existed. He was an unifinished character that Eurocom wanted to develop for MK Gold, but they weren't given permission to create their own character.

So, no. A character that never existed cannot "return".
