Belokk? Good lord, I see the screen shot and I still can't even tell what it is. Ah, the early days of polygon fighters...
I wouldn't mind seeing a character or two put into an Mk game as a nod to the past (Tremor, Gorbak, Jerrod for example) stories. But I wouldn't want to see ideas thrown in just for the sake of them being thrown in. I mean, if a character landed on the cutting room floor, there might be a good reason for that.
Would anyone seriously want to see Zebron? ha ha, the art for that character still kills me lol.

I can't look at the screen captures of Belokk without thinking of how Motaro ended up in MKA. Truthfully, I think they are better off just replacing whatever they had planned for Belokk without Motaro, or an entirely new character. Why bring in a character that they don't own?
Yeah, I highly doubt that Belokk is going to be available in the next game due to the fact that it's not the team's creation.
Not to mention, he was just gonna be a plan ol' rip off of Goro, just with two arms right? I mean, the picture of him has him performing the throw Goro does.
It would be nice to see a giant character playable, but I don't want him and or her to be somewhat slow though does heavy damage.

You could actually play as Belokk in MKG for the Dreamcast before they patched it with the "Hot New" sticker. Many thought it was created just to fix some bugs such as the memory card issue. However there was an ulterior motive. All references to Belokk were removed from the game code. Prior to the patch he could only be accessed by hacking into that unaltered data. One of his fatalities was a flaming uppercut that severed the player in two. Your opponent's upper half went flying into the background while his lower torso was left smoking and flaming.

No, most gamers should not have had access to him even in the first print version. You had to be technically adept to go into the disc, hack the code, and then file those changes onto the GD-ROM.
I've seen my friend do it which is how I knew about it. It was not an easy process. There might be a video out there but I haven't found one given this game was released a decade ago.
Information about Belokk is very scarce. Even more so than MK1 Ermac, Torch, and Hornbucle imo. You would need to contact the responsible Eurocom developers directly for more details.
What makes this more difficult to run across are two factors. One, MKG didnt sell well at all, and two, the first version had a very limited print. A factory sealed copy of the original print can set you back upwards of $150 on ebay.
