Also, do I have to buy Jason to get the horror skins, or can I buy those w/o Jason?
Thanks

Yeah, the problem here if you don't get the Kombat pack is, you're gonna have to wait until they're released separately. That being said, from a business perspective I wouldn't be releasing them separately until after all 4 characters are out and been out a few months. Coaxing people into buying the bundle is more cost effective than piecing them out and letting people pick and choose.
I'm gonna guess the dlc order is Jason, Tanya, Predator, Tremor. Each character takes about 6 weeks to complete. Since their designs are mostly done I'd say you get a new character every 3-4 weeks. So 16 weeks tremor releases and then you're waiting a couple more weeks, maybe even months.
The thing about the bundle is the skins sold poorly separately. That's why they're part of a pack. They're making sure they get skin sales too. Then they'll piece it all out and whomever never bought the Kombat pack will then get to pick and choose what they want.
EDIT: Granted I could be a little on the extreme side and that wait may not be quite as bad, but just trying to put your minds in perspective.

I just see it being a week early access , but for a MK fan that week can be a year .

If it's like MK9, the skins will be tied to the characters.

These last 3 weeks certainly feel like a year.
