Cpu ai blocks too much
I am playing on BEGINNER and the ai blocks 95 percent of my attacks, if I wanted to play on expert I would have picked expert. The ai is so inconsistent, one fight is super easy, the next is difficult. I unlocked the secret Noob fight and he blocked every single one of my attacks and beat me. WTF Yes I am complaining this is pissing me off.

I agree
But 3 things
1. The secret fights have their own difficulty no matter what.
2. Expert mode will have the opponent spam the fuck out of you.
3. What the hell are you doing playing on beginner?

Some people like playing on Beginner, and some people just want it over with already, lol.

THROW ASSHOLE!
Thats what you do when they block. If you cant throw them on beginner then they arent blocking that much.

What Zero said, if they keep blocking get up close in that bitch's face and start throwing down.
Yes, I will agree with you, this too pisses me off. Every time I want to do a great combo, it gets blocked by the AI which then either gets me to be stuck for a second for them to take advantage of and spam the hell out of their projectiles, or they jump away.
What makes me mad more than this is when they start jumping around aimlessly and do some move that gets them across the other side of the screen, AKA Kitana.
I had such a fucking hard time fighting this character, and this was on medium okay, this character could NOT stop jumping around or do her little flying move. Blocked so many of my moves and when I was trying to throw them, they either A.) Managed to pull off a move to make me cancel or B.) Jumped once more.
Jumping and blocking are completely annoying, that's why I love see this get put on the opponent when I'm playing Test Your Luck. Because then I can actually fight them rather than punching them in mid air during mid combo.

I was just thinking this same thing yesterday. It doesn't piss me off that they block, but they do indeed block too much. I understand you can still throw, but a match where all I'm doing is jumping toward the opponent, throwing, turning around and repeating is boring as shit!!! I want a real fight! They seem to do this on all difficulty levels too.

1.Having your attacks blocked nets you chip damage and tons of meter.
2. There are ways to break a block defense. Mostly obviously throwing, but also combos that incorporate things like high-low mixups.

In short, practice more and learn your character.
Specifically learn:
1. Launch/juggle starting combos that cancel into specials.
2. Jump-in combos that lead to launch/juggle combos that cancel into specials.
3. Specials that set up "free hit" status.
4. Cross-up attacks that can lead to launch/juggle combos that cancel into specials.
5.. Find combos that will cancel into your X-Ray if applicable.
Seriously beginner mode the AI seems asleep 75% of the time. Boss AI behaves a bit differently though.

I hate getting my X-ray blocked, so annoying when you knew you lost that chance at winning, but could have turned it around.

Yelp. That's why I'm saying learn to chain in your X-ray off a combo cancel or as a counter/punish since naked X-Rays will get blocked a lot. It doesn't take much, a simple 1, 1, X-ray or a 2, 1, X-Ray is all you need. Tailored to your character of course.
There is no 'AI' in this game, OP. The CPU opponents just run through rote patterns like Mario Goombas.
This fact is no better evidenced than by the woeful CPU boss characters that do nothing but spam a single move most of the time.
AI is one area in particular where video gaming is stuck in the dark ages.
