Consider that Shinnok and Quan Chi have obviously failed.
Consider how badly they must have failed if all of Quan Chi's revenants are running around all fine.
I honestly wouldn't be surprised if Quan Chi is believed to be dead at this point in the story.
So why in the hell would he assume that this random dagger that Raiden gave him without explaining anything about it would have any connection to Quan Chi? Unless Raiden has a connection to Quan Chi, that's a hell of logical leap.

If you're Joe Normalfag somewhere in Earthrealm, then sure, Raiden's doing great.
But if you're one of Raiden's allies who has every reason to believe that Raiden won't hesitate to sacrifice you or send you into a situation that you aren't prepared for because he didn't feel the need to tell you everything you need to know, then you might feel a bit differently.
