Looks like Kiba's taken a shine to Stryker, at last (wolf or domestic dog). A spirit wolf in the police force would benefit them greatly, more than a normal trained K-9.

A special police unit would need a understanding on how this animal spirituality works with the law though, as it's Matokan/Lakotan. Unsure if Nightwolf would give his blessing to law enforcements like this, even if Kiba worked with Defenders of the Realm already.

It's Quan chi's job to make a dog spirit obey his master lol, and I think it works better in the NetherRealm.
