Because your 6 reasons for choosing a character aren't the best examples and even if they were they shouldn't all count just as much. For me, personally, the background and storyline are much more interesting than, say, finishers.
+ it's not fair to compare the personality and finishers of a character who had them in 8 games with the ones a character had in only 2 games. But from those 2 games Sareena did actually evolve a personality. Her talk with Kitana in the Netherrealm was much more serious than any talk Kung Lao EVER had.
+ you give answers that automatically send your choice one way: "Backstory: Kung Lao. Don't care about Sareena."
Not caring doesn't mean that you should add one vote to Kung Lao, Yes, everything on your list is subjective, so you are entitled to believe Sareena's backstory lame, but at least care for it enough to check it out first, then vote.

That's going under the assumption that I DON'T know about Sareena's backstory. Which I do, by the way. And quite frankly, I don't care about it. It doesn't matter IF Sareena has a personality. I didn't specifically say that she DIDN'T. I know Sareena's personality, I just happen to prefer Kung Lao's. Is that good enough justification for you?

I saw that you always try to give a rational explamation as to why you vote the way you do and I appreciate that. I just found it funny how you said you didn't care. Until then, while in the old timeline they were pretty close to each other in term of abiltiies, the new timeline has completely disregarded Shang Tsung and made Quan Chi the top sorcerer.

The original Mortal Kombat "boss" back when MK was at its most mysterious and unknown point...when the game was deeply rooted in Asian Martial Arts cinema, legends, myths and some basis of reality. He wasn't frightening like Goro or ultra-imposing like Shao Kahn, but Shang Tsung was mysterious. He kind of lost the mystique as time went on throughout the series, becomnig more of a sneaky schemer rather than an overlord. Still, he remained one of my favorite characters all through the series.
I actually hated that they recycled two fatalities for him in MK9 (where the F*CK is the soul steal?), one of which was a friggin' dancing clown (seriously?). Still, Shang has been one of my all-time favorites, always.
Quan Chi...I got tired of him being the "great mastermind" every single game post-MK3. He was an interesting character for sure but became less interesting as time went on. It just felt that no matter what happened, it was "all according to Quan Chi's plan". Then MKX rolls around and, for some reason, he's old, feeble, weak and helpless. For the ENTIRE game. And it was never really explained why. He got beaten during the initial Netherrealm invasion and just never recovered over 20+ years.
As stated previously - if any of these Shang Tsung-involved endings are partially canon, then I expect he will be returning in MKXI as a formidable presence.
Personality: Quan Chi. You gotta love that voice. Shang Tsung's cool too, though.
Design: Quan Chi's MKX primary is really good, and Shang Tsung's design in MK vs DC was good, so it's a tie on this one.
Fatalities. While Quan Chi has had arguably one of the worst in the franchise, he's made up for it with two of the best in the franchise. Rip your leg off and beat you with it. It's hysterical. The one where he makes you eat a sword is also pretty radical.
Backstory: Admittedly, Quan Chi doesn't really have much of a backstory. All we know about him is that he's a sorcerer who comes from the Netherrealm, freed Shinnok, not much else, really. Although, that's the good part. He's so mysterious! This is why on this one, I'm going with Shang Tsung.
In a fight: Quan Chi answered that one in the intro of Deception.
The manipulative schemer gets my vote over the laughing stock of MK 4-1-1.
If any of the endings have a chance of being canon, then perhaps the Elder Gods will revive Quan Chi and give him the fixed intent of killing Raiden. It would be interesting, as he wouldn't be the complete mastermind for once. Hopefully Shang Tsung could also be revived, but not through Ermac's death.
Except with a death that dramatic, I think Quan Chi's gone for good. Oh well.
Still my favorite boss/villain of the entire series.

I like Kano, I really do, but they always fail to do literally anything interesting with him. He's always just there to give the SF something to do and even that never lasts too long. Given he's one of the originals, it'd be nice if they gave him a bigger plot point now and then but he always just kinda gets swept under the rug in that department.
I love Kenshi as well, but he's always "just there". There's never been anything significant with him. The same can be said of Kano, but Kano has at least been part of major events. Kenshi always seems to be the "cool sidekick".

Because this fan base is obsessed with crappy, forgettable throw-away characters that have had zero impact on the series over characters that have well developed back stories.
