Idea 1: A Super Smash Bros type fighting game but with characters other than Nintendo characters. I don't know, like maybe a mix of video game and fantasy movie characters.
Idea 2: A fighting game featuring all weird, cosmic and comedic type characters. I'm not saying it would be a 100% comedic game but I just something 100%, over the top weird.
Idea 3: A fighting game featuring nothing but horror movie characters/monsters. I know I'm not the first person to suggest this idea.

I had a similar idea a few years ago, that they should make a fighting game, where the characters are based on zodiac signs and celestial beings.
I'm thinking a Happy Tree Friends party fighter (like Smash Bros, because it's not a -real- fighting game), with ALOT of blood and guts all over the place, traps all over the stage etc.
There's just something nice and comforting about watching cute animals getting mutilated...
I would buy that for a dollar.

Markswoman: Flying in a helicopter hovering only two feet above the opponent, she aims an high-powered rifle at them and shoots them in the torso, after missing their head. Nonetheless, she acts as if she's a markswoman.
Drill, baby, drill: Sarah and her opponent are suddenly in the Gulf of Mexico, where Sarah enthusiastically and moronically screams "Drill, baby, Drill!", and both her and her opponent are swept by the oil spill.
If it seems like I'm favoring republicans, worry not. This game would also feature democrats, and give them equal treatment.
A MK-like game (though Smash Bros-like gameplay could also work) featuring politicians. With a "create a fighter" mode that allows you not to play as politicians, or better yet, lot of guest characters. Here's a few ideas below.

So basically, you want a Political Kombat game? Only if it has Herman Cain with his 9-9-9 attack, sure.
Anyway, I thought that there should be a musical fighting game. Not a stage musical or something like that (although that was my first thought), I mean a fighting game where the combos revolve entirely around music. Each character could represent a different genre of music (allowing for each to have special attributes in their combos), have different ranges, and reflect it in their playstyle.
Each button would represent a different note while characters would still have indvidual specials that would play chords or possibly even change keys. You could make the note sharp or flat either by using the remaining button (if you're on an 8 button stick) or through use of the control stick itself (up for sharp and down for flat).
Just my first thought about how the combo system could work:
The opener or something could determine either the time signature or the tempo (maybe both?), and the second hit of the combo in relation to the first would determine the key the combo is in. The player must then stay in key and on tempo throughout the combo, or it will drop. Using chords and stuff will increase the damage of your combo and sound really cool. You would end a combo by resolving the sound, but the opponent could break your combo by recognizing a place where the combo could be resolved early and pressing the appropriate button and leave you stunned for a brief moment. This would create a risk-reward situation at the end of measures: do you resolve to end the combo and stay safe or keep going to maximize damage at risk of being interrupted? Additionally, combos could be broken by inputting the note that the opponent will do next before he/she does it. This prevents people from just playing songs or scales really obviously.
Supers would definitely have a place in the game and would probably do a lot of RAD AWESOME musical damage, and some could have effects like changing the key or adding harmonies to the rest of the combo to boost damage, etc...
The neutral game would probably be the same as most other fighting games, but it would sound a hell of a lot cooler. It would also be really exciting when someone gets a hit and suddenly bursts into song.
Characters would probably be stereotypical representations of their genre with cheesy, fitting names.
Alternate Ideas: The BGM could be a metronome that determines the tempo of the entire battle and could be different on each stage, but that could cause some competitive issues in the form of stages countering characters too hard.
What do you think? Obviously it needs some tuning (no pun intended), but I think it's a pretty damn good idea.

Thrill Kill was an off-line multiplayer based fighting game with dark and gritty atmosphere, but fun gameplay and endless replay value.
Under some aspects, it was even better than Mortal Kombat.

No need for an HD remake, how about actually releasing Thrill Kill it as it was, instead? Or they could make a new game, with new characters and all, with the original as an unlockable bonus.

I don't know man I think having her as a someone working for a military organization against him would be a little too on the nose? Might get them into legal trouble. Keep the nemesis character as a female but you would probably have to toy around with the rivalry a bit. Like have her be someone betrayed by Fatalist who joins the opposing side for revenge.

Scorpion style martial artist with fire power.
Shark style martial artist with water power .
Dragon style martial artist with ice power.
Hawk style martial arts with light power.
Crow style martial artist with darkness power
Gecko style martial artist with acid power.
Bear style martial arts with plant power.
Ant style martial artist with earth power.
Man, you really like Tao Feng huh? Haha.
Well now you actually got me thinking with you tossing those ideas out up there.
Again the parallels might be a bit too on the nose so you would have to swerve to avoid the direct MK character parallels.
So maybe make the Scorpion fighting style character a female and instead make her thing be acid and poison. Then again in avoiding one MK parallel I might have just swerved into D'Vorah there.
Or maybe the best way to go about an elemental character because Tao Feng was never exactly about that when it came to characters is to combine the element idea into one character and have it be that it was a artificially created creature constructed by the Black Mantis but is converted to the Pale Lotus by Master Sage.
Hell I might just brain storm for fun some character concepts from your list up there and post it later. And by may I mean I will. What can I say, this is kinda fun.
