Who says he is Kano? He isn't until it is otherwise confirmed – likely not.

Because Warner Bros. owns MK and hates Disney, Wreck it Ralph won't have any MK character. Just MK immitations.
Well not-Zangief doesn't speak with a heavy russian accent either so...

This is what, the third Wreck it Ralph thread? But that's beside the point.

OT: We know it's not the real Kano and Smoke. Here's how:

- Kano doesn't have a robotic arm

- The ninja seen in the trailer isn't emitting any kind of smoke from his body

Now obviously the Kano look-a-like is supposed to represent Kano. The ninja on the other hand, is likely just a generic ninja.

Either way, I think it's awesome they have MK a nod.

IMDb entitles the "Kano" guy merely as "Cyborg" but links the character to Kano. The two are inspired by MK but are not "MK". Why would they otherwise make all the Street Fighter characters easily recognizable while having Kano only a borderline Black Dragon? It's a license thing.

Okay, after JUST seeing this movie, he's not Kano. Just a big huge spoof they added to make him look like Kano. He does the heart rip as well. But just because this is mocking a Warner Brothers character, doesn't mean that he is Kano. He's just a spoof.

Obviously it's supposed to be a nod to the fans, but not completely the same,

If they really wanted him to be Kano then he'd look exactly like Kano. Just like Bowser looked just like Bowser and Robotnik looked just like Robotnik.
