I know he was in prototypes but later hidden but say in the last version of MK4 in arcades, was he a factor in the game at all?

i donno about the later versions but i do recall him being selectable on the get go whilst playing at my local arcade back in the day.
In revision 1.0, he was selectable, but of course this was before any characters had Finishing Moves and such. In fact, this version was when all characters had the same Draw/Throw Weapon move (Down, Back, High Punch, I believe). There was also reports that Ermac was hidden in this revision, but no proof was ever given.

Noob Saibot was supposed to be in the game (which makes sense, considering Quan Chi's and Shinnok's presence as the main bad guys in the game), but was taken out of the arcade versions due to the ruling that there wasn't enough new characters introduced in the game. Hence, his place was taken by Reiko, who provided the same basic role that Noob would've had, as well as a few moves that would've been given to Noob, had he been in there (the teleport throw and throwing starts, that was changed to a plasma ball when they DID put Noob in the home versions of the game). I also think that, since both Reiko AND Noob have one Fatality between them in the home versions, that the fatalities that Reiko got would've been what Noob would've gotten had he stayed in the game (something that was revisited in Noob's half of the Noob-Smoke Fatality/Hara Kiri split in Deception). Note that they also did this with Kitana, as well, Midway replacing her with Tanya in the Arcade (she was eventually brought back in the Dreamcast-only MKGold, although you can use a gameshark to unlock her in the N64 version of MK4).

I'm taking this from a faq from gamefaqs
"3) Play as Noob Saibot
Step 1: Finish the game using Reiko as your character. Then in a 2-Player
game, enter Kombat Kode #13: 012-012, "Noob Saibot Mode", then quit
the game. Note: If you go to the "Controller Pak" menu in Options
and save using "Save Configuration Data" after doing this, you can
go directly to Step 2 next time you play the game."
It's about the PS1/N64 version
but in other MK4 arcade faqs they have that same Kombat Kode listed as doing "nothing as of now"......but did anyone try the same PS1 kode in the arcade to see if you can play as Noob after you beat the game with Reiko?
Or was this an unfinished thing in the arcade?

I've tried. I've messed around with "Noob Saibot mode" on my machine and have never found it do anything at all. I think it was just left over. After Noob was removed from the playable roster they still had him in as a fightable character the CPU would play as in the one player tower. They had intended for him to be a hidden character later on, before scrapping him all together. I'm guessing Noob Mode had something to do with that and they just never took it out.
And no, Revision 1 was not a Beta. Revision 1 was the first nation wide release. Even though it was incredibly rushed and incomplete it was still technically a "full game" and released to the market. Several betas came before that and after. Inbetween Rev 1, 2 and 3 there were several betas that only saw the light of day in test locations in chicago.
Cage, Reiko and Jax were originally going to be hidden and playable via UKKs. By the time testing was done in Chicago they decided to just have them be normally playable in Revision 2.
Oh, another fun note. Originally they tossed around the idea of having Kitana turn evil in MK4. I'm betting Tanya's story was originally going to be hers.

Ya I've read about some of that stuff like Kitana and the UKKs....I really think they half-assed this one
But in the final arcade release, Noob Saibot was fightable? ???

Man, that thought on Mortal Kombat 4 had a lack of new characters really ruined the character roster of that game. I would have had the chance to play as Kano, Kitana, and have Noob Saibot as a regular character. I hoped for one day that I would have a chance to play as all of the original characters from the first Mortal Kombat in this other game.
It really ruins Midway and Mortal Kombat's reputation when they announce due dates and rush their work to produce a bad quality game for people to purchase. Mortal Kombat 3 had two revisions and it still did not satisfy many fans. At that time I thought Midway would learn from that mistake but instead they repeated it another time in a massive way. I think the years between 1995-2002 were the dark ages for Mortal Kombat.
In that time period we were introduced to games like Mortal Kombat Mythologies: Sub-Zero. Mortal Kombat: Special Forces, Mortal Kombat 3, Ultimate Mortal Kombat 3, Mortal Kombat Trilogy, Mortal Kombat 4, and Mortal Kombat Gold.
I found this site in that era and I hoped for a new Mortal Kombat game and my hopes were answered when I heard news of Deadly Alliance. Deadly Alliance brought Mortal Kombat out of that era with it's new form of gameplay but it too had some rushed factors in it.

Noob was playable in (at least) the Playstation version of MK4...you had tro beat the game with Reiko, do the Noob Saibot mode and then select 'Hidden' with R1 and L1 and then select Reiko with R1 and L1 and you could play as him...I've done it many times, and he even has MOVE lists on web sites as well as pictures! PLEASE, go on to these websties and try the codes befoer commenting...although he did never have a story, ending, or fatalities of his own (he did have his own weapon though, a sickle (or scyth...i forget )...anyway, check it out before you comment on it.
